比较含混的说法是,《淮南子》是淮南王刘安及其宾客共同撰著的;但是史称淮南王“招致宾客方术之人数千人”,这些人不可能都是《淮南子》的作者;淮南王的门人宾客中究竟有哪些人参与了《淮南子》的撰著,于是又有一种比较明确的说法,认为是淮南王刘安“与苏飞、李尚左吴田由雷被毛被伍被晋昌等八人,及诸儒大山、小山之徒,共讲论道德,总统仁义,而著此书。”(高诱《淮南鸿烈解序》)指出了淮南王以外的另一些作者的名字。再后来,这里出现的八个名字又被统称为“八公”,于是《淮南子》的作者就成为淮南王刘安和八公了。梁启超说:“《淮南子》匠心经营,极有伦脊,非漫然獭祭而已。”

《淮南子》书中有较多的《庄子》的影响,已与晚周至汉初南方黄老道家的正宗有所区别。道家由以黄老为主转移到以老庄甚至以庄列为主,这一转变在《淮南子》书中已可见其端倪。作为楚文化重要内容的黄老道家兼阴阳数术的思想传统,到《淮南子》的成书,已经是殿军之作了[3] 。此书撰著于景帝一朝的后期,而于汉武帝刘彻即位之初的建元二年进献于朝廷。

淮南王刘安是当时皇室贵族中学术修养较为深厚的人,他招致宾客方术之士数千人著书立说,“作《内篇》二十一篇,《外书》甚众,又为《中篇》八卷,言神仙黄白之术,亦二十余万言”(《汉书·淮南厉王刘长传》)。然而这部涉及范围十分广泛的文化巨著,留传下来的只有《内书》二十一篇,也就是现在我们看到的《淮南子》。

刘安有心在天下一旦发生变乱时取得政治主动,积极制作战争装备,积聚金钱,贿赂汉王朝的地方实力派。又日夜研究军事地图,暗中进行作战部署。淮南国贵族违法的事件逐渐有所败露,在朝廷予以追查时,刘安最终发起叛乱。然而叛乱迅速被汉王朝成功平定。刘安被判定“大逆不道,谋反”罪,自杀。淮南国被废除。汉武帝在这里设立了九江郡
