On June 19th 1991, 9-year-old Laura Arroyo disappeared after answering a knock at the front door of her family's home. She was found murdered the following day. The case went cold for 12 years until the cold case squad reopened the case, and thanks to DNA advancements their suspect was caught.

Victor and Vegas met while they both were in the navy. They dated for a short while but broke up because Vegas was incredibly jealous. Vegas began stalking and harassing Victor until she shot Victor in his Imperial Beach apartment.
