In the article there are many tips about raising your chances. Find the article at Podcaster.Apple.com.
In addition to that, when it comes to being featured, many people don’t know that you can reach out to Apple and ask them to feature you. But very recently Apple has changed the way to reach out to the editorial department and they have put together an Apple Podcasts Promotion Request form. The link to this form isn’t a public link.
