At 11:24 PM on Saturday, April 29th, 1989, police in Alton, Illinois received a call from Robert Sims who said he had found his wife, Paula, unresponsive on the floor of their home, and their six-week-old baby girl was missing.
Paula Sims said that she had been taking out the trash an hour earlier when she was confronted by a masked man carrying a handgun. After ordering her back into the house, the armed intruder struck her on the back of the head causing her to lose consciousness.
The terrifying incident defied belief because this was the second time someone had broken into the Sims' home and stolen a baby girl. Three years prior, their 8-day-old baby, Lorelai, had been snatched from their home in similar circumstances, only to be found dead.

A woman comes out of the river water screaming for help. Frantic and barely able to get the story out, tells the man that she and her two sons were on a boat, and the boat capsized and her oldest son is missing. As police begin to question Judy about the accident, things become questionable from the start. Judy changes her story. In fact, she tells them 4 different stories. She tells officers that they were enjoying the day in the canoe, when they must have hit a tree stump and then tells another officer a snake hopped into the canoe and they panicked and turned it over. It is clear to investigators, things are not what they seem. What authorities do not yet know, is that many things have happened over the years around Judy and they were never what they seem.

Today we are headed to the outskirts of Dallas to a seedy area known as Oak Cliff, where income is low, and crime is high. It is 1990, and gangs, drugs, and sex workers frequent the area. Crack was big, and people would do almost anything to get it, including selling themselves for enough money to get a hit of crack, and then the cycle would repeat itself. Officer Regina Smith is on duty on December 13, 1990, when a call comes in pertaining to a body. It was a sex worker by the name of Mary Pratt. Her body was found on a street laid out for all the world to see. Obviously, the killer was proud of his work and wanted everyone to see her. Mary was a drug-addicted sex worker with the track marks to prove it, but there was something different about this murder, and it was gruesome.
