(Deep Underground Military Base) engineer on black budget programs for the US military. During the construction of an underground base in Dulce, New Mexico, he had an extraterrestrial experience that was so wild, that virtually no one believed him. Regardless, Phil took it upon himself to expose the truth about his experiences and the government's involvement with hostile extraterrestrials.
