Guest Bio:
Nadean is a self-professed stormwater nerd. She started working with stormwater compliance in the Air Force and quickly realized how important stormwater pollution prevention was to the ecosystem. During her military career, she focused on construction and other civil engineering operations duties. When she separated from the military, she initially worked as a Geotechnical Engineer (that is a fancy way of saying that she worked in dirt) but found her way back to her true love of stormwater management in 2014. She created a Stormwater Management division at a local engineering firm, focused on helping clients manage the stormwater regulations that affect their development, as well as ensure that the sites are limiting their contribution to Stormwater Pollution. She saw another stormwater need developing and decided to tackle it next. She started up Oya Construction as a way to properly install and maintain stormwater controls on construction sites, reducing the sediment deposition into waterways. She is passionate about keeping waterways clean and our environment beautiful.

Shannon Oelkers is the owner and principal consultant for Integrity Environmental. Shannon previously worked at the State of Alaska Department of Environmental Conservation in the Contaminated Sites and Terminal / Tank Farms division, focusing on industrial environmental compliance. Shannon holds a bachelor's degree in Biological Science and a master's degree in Community Development from the University of Alaska Fairbanks and has more than a decade of experience inspecting and auditing bulk fuel tank farm operations. Shannon is also an MBA Instructor at Alaska Pacific University. Shannon is well-versed in the unique challenges of completing oil and gas related projects in Alaska.

Dr. Cinder Miller brings more than 25 years of experience managing large multi-agency, multistate Heritage Resource Management projects. She thrives when working on projects with fast paced permitting and consultation requirements and she seeks to help her clients identify and achieve the delicate balance between preservation and development. Since joining Gray & Pape in 1998 she has specialized in energy and development projects throughout the United States, working for both the public and private sectors. Dr. Miller has managed complex projects requiring permits from the United States Army Corps of Engineers, the Federal Energy Regulatory Commission, the Federal Highway Administration, the Department of Energy, Housing and Urban Development, and many branches of the Department of Defense. Dr. Miller regularly attends training workshops focused on permitting and is fully current on all USACE rules and guidelines governing linear project compliance. She presents regarding industry best practices to both public and private audiences, including appearance on panels for Leaders in Energy and the Southern Gas Association. As vice president of operations, Dr. Miller is knowledgeable of all the firm’s projects and the best use of resources. She has served on the board or as a committee chair for the American Cultural Resources Association since 2005 and is the President Elect for the Organization.
