1 - The Federal Maritime Commission is still working through their three rulemakings 1) Defining Unreasonable Refusal to Deal or Negotiate w/r/t/ Vessel Space Accommodations Provided by an Ocean Common Carrier, 2) Billing Practices of Detention and Demurrage, and 3) Defining Unfair or Unjustly Discriminatory Methods
Why is it taking so long and what's changed recently?

2 - FMC Commissioner Rebecca Dye's call for Supply Chain Innovation Teams. They will be looking at: empty container return, early return date, and container pickup (notice of container availability).

1 - A United States Federal Government shutdown has been averted... again... for now... again... It looks like at least the U.S. Department of Transportation's new date for the next shutdown discussion is January 19, 2024.
2- We're still watching the FMC's open rulemakings - no new public movement other than the FMC Chairman Daniel Maffei met with the two congressmen who submitted a comment for the D&D rulemaking.
3 - The Canal de Panamá will restrict vessel transits to 18 by Feb 1, 2024 (down from a typical 36 on a good day). One owner just paid $4M to skip the line.
