According to the latest data released by the Centre for Monitoring Indian Economy, the unemployment rate in the country has increased to 6.9%. In this scenario, most people fall back on the government to provide them with work.

Right to work is a directive principle in the Indian Constitution. The government has existing legislation guaranteeing right to work- the Mahatma Gandhi National Rural Employment Guarantee Act or NREGA – which mandates 100 days of work in a year for the poor in the rural areas. Several schemes were also announced by state governments to ensure work in urban areas too.

To understand more about the government employment schemes in the country, Suno India’s Research and Communications Officer, Kunika Balhotra reached out to Rakshita Swamy, who leads the Social Accountability Forum for Action and Research.

She works towards advocating and institutionalising transparency, accountability, and citizen participation in governance, through her collaboration with central and state governments, and civil society organisations. She is associated with the Right to information and Right to Work campaigns.

The Union budget 2021 claimed a 137 percent increase in health and well being. However, the Union health budget still remains at about 0.34% of GDP – a slight increase from 0.31% last year’s budget estimate.

The biggest scheme introduced in the past few years is the Ayushman Bharat scheme. In February 2020, the Finance Minister, Nirmala Sitharaman slashed the budget from Rs 6,400 crore to Rs 3,314 crore for the Ayushman Bharat Scheme. Also known as Pradhan Mantri Jan Aarogya Yojana (PMJAY), this scheme was rolled out to cover a population of about 50 crores. However, this scheme though has been underutilised and has not made health more accessible to people.

With the unprecedented COVID-19 situation globally, India is also struggling with health care workers like doctors, nurses and other staff. And, it’s important to understand the economic approach to handling the inequalities in the healthcare sector in the country.

To know more about the role of health economics in the country and health budgeting, Kunika Balhotra, Suno India’s Research and communications Officer spoke to Dipa Sinha.

Dipa is an Assistant Professor of Economics at the School of Liberal Studies, Ambedkar University, Delhi (AUD). Before joining AUD, she worked with the Office of Commissioners to the Supreme Court, Centre for Equity Studies and Public Health Research Network, and is actively involved with the Right to Food Campaign.

Despite a very steep second wave in the country, in West Bengal it is politics as usual. The election lasted nearly a month, with political parties including Bharatiya Janata Party, Trinamool Congress and Community Party (Marxist) having election rallies. This, despite, many warnings by public health experts.

India is breaking records of COVID-19 positive cases across the world. Daily cases in the country have hit a new high of over three lakhs. In West Bengal too, one in every three people in West Bengal is testing positive. For the past few days, there have been calls on social media pleading for beds in Kolkata. The election climate though seems apathetic to the pandemic.

To get an expert perspective regarding the increasing number of COVID cases, strategies like Lockdown and the decision to curb these cases by Center and state, our reporter Suryatapa Mukherjee spoke to Dr Soumyadeep Bhaumik.
Dr Bhaumik is an international public health specialist working on policy impact at The George Institute for Global Health. He is also an Associate Editor for Evidence Synthesis at BMJ Global Health.

The pandemic has left a large part of the Indian population jobless and struggling. A report published by Azim Premji University, Bangalore titled ‘State of Working India 2021’ revealed that about 100 million people lost jobs during the nationwide April-May 2020 lockdown. The report said that the job crisis has disproportionately affected women.

To know more about the report’s findings and to understand the complexities of unemployment created by the COVID-19 pandemic, Kunika Balhotra, Research and Communications Officer for Suno India spoke with one of the authors of this report, Amit Basole. Basole is an associate Professor of Economics at Azim Premji University, Bangalore. He is also the Director of Centre for Sustainable Employment and works on “jobless growth” in India.

In this episode, Professor Basole explains how joblessness adversely affected the hunger situation in the country, effectiveness of government support to counter it and suggests a possible way forward.

The Suno India Show - How the Tarun Tejpal verdict set back the rape law reforms

On May 21, Goa’s district sessions judge, Kshama Joshi acquitted former editor-in-chief of Tehelka magazine, Tarun Tejal of charges of sexually harassing and raping his young colleague in 2013. The judgement said that the complainant did not demonstrate any kind of normative behavior of a victim of sexual assault. The judgement also looked at the victim’s phone messages and frowned upon what were seen as “flirtatious” with men.

This judgement has also come after years of fight for better rape laws, that respected the dignity of women. Suno India’s Menaka Rao, spoke to Usha Ramanathan, a human rights activist, and legal researcher to understand where this judgement stands in the history of rape jurisprudence. Ramanathan won the 2018 Human Rights Heroes Award by the digital rights organisation, Access Now for her work on highlighting the problems with India’s Aadhaar programme.

He also works as a Senior Research Fellow at Centre for Mental Health Law and Policy, Indian Law Society, Pune. He co-leads large scale community based mental health intervention called- ‘Atmiyata’. He has completed the ‘International Diploma in Mental Health, Human Rights, and Law’ at Indian Law Society, Pune.

Union Budget 2022-23 comes at a time of rising inflation while we continue to grapple with the pandemic. Total government expenditure has increased by only Rs 1.75 lakh crore, from Rs 37.70 lakh crore in 2021-22 (Revised Estimate) to Rs 39.45 lakh crore in 2022-23. The budget has focused on capital expenditure rather than safety nets for the needy. Rs 7.5 lakh crores has been allocated to capital expenditure, with a 35% increase from last year’s allocation of Rs. 5.5 lakh crores. On the other hand, Mahatma Gandhi National Rural Employment Guarantee Act programme for example, is pegged at Rs 73,000 crore, lower than Rs 98,000 crore in 2021-22 (Revised Estimate) and Rs 1,11,000 crore in 2020-21.
