In 2004, Congress passed the Individuals with
Disabilities Education Improvement Act (IDEA). This is special education law. When students struggle with learning, they are “at risk.” With additional help or intervention, many can catch up.
In schools using RTI, teachers provide intervention as soon as students show signs of having difficulties. They do not wait for students to fail.
Intervention is a special instruction to help students close gaps in learning.
