Hoover Institution Director Condoleezza Rice and Lord Chris Patten engage in a wide-ranging discussion about China's deepening authoritarianism, its escalating assault on Hong Kong's freedom and way of life, and the challenge that China's intensifying assertion of "sharp power" poses to democracies worldwide.

ABOUT THE SPEAKERS Condoleezza Rice is the Tad and Dianne Taube Director of the Hoover Institution and the Thomas and Barbara Stephenson Senior Fellow on Public Policy. In addition, she is a founding partner of Rice, Hadley, Gates & Manuel LLC, an international strategic consulting firm. Rice served as the sixty-sixth secretary of state of the United States (2005-2009) and as President George W. Bush’s national security adviser (2001 to 2005).

Lord Chris Patten is chancellor of the University of Oxford. During a career in government, he was chairman of the Conservative Party (1990-92), the United Kingdom’s last governor of Hong Kong (1992-97), European Commissioner for External Relations (1999-2004), and chairman of the BBC Trust (2011-2014). He chaired the International Crisis Group (2004-11), and is a commander of France’s Legion of Honor (2016). Lord Patten is the author of several books, including most recently First Confession: A Sort of Memoir (2017).

In this second episode of Battlegrounds, H.R. McMaster and Ambassador Ahn discuss the daunting challenges South Korea faces with North Korea’s nuclear and missile ambitions and China’s political and economic aggression. South Korea’s relationship with Japan is increasingly strained due to historical grievances as South Korea-U.S. relations are complicated due to anti-alliance sentiment among a vocal minority of South Koreans as well as demands from American leaders that South Korea share more of the defense burden.

ABOUT THE SPEAKERS Ho-Young Ahn is President of University of North Korean Studies. From 2013 to 2017, he was South Korea’s Ambassador to the U.S. and prior to that served as First Vice Minister of Foreign Affairs and Trade.

H. R. McMaster is the Fouad and Michelle Ajami Senior Fellow at the Hoover Institution, Stanford University. He is also the Bernard and Susan Liautaud Fellow at the Freeman Spogli Institute and lecturer at Stanford University’s Graduate School of Business. He was the 26th assistant to the president for National Security Affairs. Upon graduation from the United States Military Academy in 1984, McMaster served as a commissioned officer in the United States Army for thirty-four years before retiring as a Lieutenant General in June 2018.
