Most of us have experienced disapproving of another's behavior and letting them know of our disapproval, only to have them begin to defend the very behavior we want them to change. Unfortunately, this often sparks more disapproval on our part (which the other person interprets as criticism,) and the cycle of conflict is created and exacerbated.
