Joining us in this encore interview is Dr.Peter Wells, Chief of the Section for Higher Education at the UNESCO Headquarters in Paris, which is responsible for the overall coordination of the UNITWIN/UNESCO Chairs program. The Section’s other activities include: promoting quality enhancement and assurance mechanisms for higher education institutions (HEIs) and systems; the internationalization of higher education programs through the mobility of students and researchers facilitated by the five UNESCO Regional Recognitions of HE Qualifications; and the widening of access to quality HE and increasing of lifelong learning opportunities at HEIs through systematic approaches to ICT enabled learning (including open and distance learning, the promotion of MOOCs and Open Education resources).
Before taking on his role as Chief of Section at UNESCO, Wells was Director of Bucharest College (BPTC), Higher Education Programme Specialist at UNESCO, Academic supervisor at Higher Colleges of Technology, Lecturer at the Polish Open University, Special Education Consultant at the Council on Foreign Relations and Political Risk Analyst at Euler Hermes.
Wells holds a BA in European Studies from the University of Leicester, an MSc in International Relations and Affairs from Florida State University, and a Doctor of Philosophy in Quality Enhancement in Tertiary Education from the Lucian Blaga University of Sibiu in Romania.

Dr. Senthil Nathan and Dean Hoke, in late 2022, interviewed Dr. Tony Chan, President of King Abdullah University of Science and Technology (KAUST) in Saudi Arabia. KAUST was founded in 2009; it is the first mixed-gender university campus in the whole of Saudi Arabia. They rank in the top 200 in the world and number 1 in the Times Higher Education Arab University Rankings 2023. KAUST also scored a perfect 100 for research environment, one of only two universities to do so. We discussed Dr. Chan's journey in higher education, leadership, and KAUST.

Dr. Cynthia Jackson Hammond is President of the Council for Higher Education Accreditation (CHEA). She has been a member of the higher education community for over 30 years and has held tenured and administrative positions in universities throughout various regions of the United States.
Prior to joining CHEA as President, Dr. Jackson Hammond served as President of Central State University in Ohio. She is a sought-after thought leader on accreditation, multicultural diversity, and inclusion. Her academic discipline is Education and Higher Education Administration. She is an ardent advocate for quality assurances and transparency in higher education and is committed to the advancement of college success, equity, and integrity in postsecondary education.

In this interview conducted in the Fall of 2022, Nathan and Hoke spoke with Dr. Gil Latz, who was Vice Provost for Global Strategies and International Affairs, The Ohio State University (OSU) located in Columbus, Ohio. We discussed his work at OSU, including serving as President of Ohio State University Global Gateway Network and overseeing offices in Shanghai, Mumbai, and Sao Paulo. Additionally, he has published widely on internationalization, diversity, community engagement, and global learning for all – and how these areas intersect – as well as the internationalization of higher education in the United States and Asia.
Dr. Latz retired in late December 2023 but is still active, serving remotely as a Professor at Waseda University in Tokyo and Director at Waseda USA Board.

In this encore interview, Dean Hoke and Dr. Senthil Nathan interviewed Dr. Samantha Alvis, the Senior Advisor for Higher Education at the Center for Education in USAID/Washington. In this role, she provides technical support to field offices to design activities that engage higher education institutions or post-secondary student populations and works to advance higher education programming across sectors within the Agency.
Prior to joining USAID, Samantha was the Director for International Development and Programs at the Association of Public and Land-grant Universities (APLU), where she oversaw a number of projects and initiatives related to the comprehensive internationalization of APLU member campuses. She taught courses in communications and leadership and led study-abroad trips to Namibia and Costa Rica.
Samantha completed her undergraduate and master’s degrees in agricultural education at the University of Arizona and her Ph.D. in international agricultural development and agricultural communications from Texas A&M University. Her dissertation research focused on the benefits and challenges of higher education development assistance.

Dr. Goodman is the Chief Executive Officer of the Institute of International Education (IIE) and has held the position since July 1998. IIE promotes the exchange of scholars and students, rescues scholars, students, and artists from persecution, displacement, and crises, conducts research on international academic mobility, and administers the Fulbright program sponsored by the United States Department of State. The Institute collaborates with a wide range of corporate, government, and foundation partners across the globe. 108 of its directors, grantees, and alumni of programs administered by IIE are recipients of Nobel Prizes.
Dr. Goodman is a member of the Council on Foreign Relations and serves on the selection committees for the Rhodes and Schwarzman Scholars and the Yidan Prize. He also serves on the Council for Higher Education Accreditation International Quality Group Advisory Council and the Board of Trustees of the Education Above All Foundation. Dr. Goodman has a Ph.D. in Government from Harvard, an M.P.A. from the John F. Kennedy School of Government, and a B.S. from Northwestern University, and is the recipient of honorary degrees from Canadian, European, Japanese, UK, and US universities. Before joining IIE, Dr. Goodman was Executive Dean of the School of Foreign Service and a Professor at Georgetown University. His books on international relations are published by Princeton, Harvard, and Yale University presses. He has served at the Department of State and the Central Intelligence Agency.

Prior to becoming Purdue Global chancellor, Dr. Dooley was senior vice provost for Purdue University, where he earned an international reputation as a gifted and innovative teacher, as well as a creative researcher. Dr. Dooley, received his bachelor's degree from St. John's University, his Juris Doctor from the University of North Dakota, and his doctoral degree from Washington State University.
