Bill Bullard Bill Bullard joined R-CALF USA as the organization’s first Chief Executive Officer at national headquarters in Billings, Mont., on April 9, 2001. Bullard, formerly a cow/calf rancher in Perkins County, S.D., served as the Executive Director of the South Dakota Public Utilities Commission from 1995-2001. He has a B.S. in Political Science from Black Hills State University and completed a year of graduate studies at the University of South Dakota. Bullard and his wife Jeanne have three children: Cameron, Candace, and Callie.

Maureen West is the General Counsel and Compliance Officer for Boulder, Colorado-based Functional Remedies (https://functionalremedies.com), makers of full-spectrum hemp-based, seed-to-bottle products that use 100% sustainable farming. Previously, Maureen served as the first Industrial Hemp Program Manager in the United States at the Colorado Department of Agriculture. Having worked in government regulations for 16+ years, Maureen understands the challenges of being on the inside of regulatory agencies like the USDA and FDA. She can speak to this as well as the other side, based on her current experience with a hemp brand. Prior to entering the industrial hemp industry, Maureen provided legal counsel as an assistant attorney general for the Colorado Office of the Attorney General where she represented over a dozen regulatory boards including the Dental Board, Nursing Board, Physical Therapy Board, Acupuncture and Direct-Entry Midwife Programs. Maureen is an adjunct professor at the University of Denver where she teaches Health Care Public Policy and the Legislative Process and Legal Issues in Global Health Care Management. She is also a registered dental hygienist and received her juris doctorate from the University of Denver Sturm College of Law and holds a bachelor degree in dental hygiene from the University of Colorado Dental School. In this episode, Maureen will discuss the enforcement of the USDA rules. When you can't figure out how avoid the enforcers, best practices is to ask one! So then who better to help shine a light on the murky and potentially disaster-strewn world of CBD hemp compliance than a former cannabis compliance officer? A gal affectionately known as the ‘weed-whacker’ because of the 28 million pounds of non-compliant marijuana she disposed of in a single year alone? Kimberly Stuck, the former Denver Marijuana/Hemp Specialist and founder of Allay Cannabis Consulting, a consulting firm helping the hemp and CBD industry navigate FDA compliance pitfalls, jumps into sticky subject of complying with FDA hemp and CBD regulations. Stuck joins HempLogic founder Cory Sharp and Exec. VP of Sales John Tucci for a legal quagmire discussion of ‘how to not have the feds shut you down.’ While the 2018 Farm Bill made hemp and hemp-derived cannabinoids and other extractions legal, it didn’t reallly tell manufacturers how they could ‘legally’ sell it. And so far, the FDA is saying ‘don’t sell it as medicine and don’t add it to foods!’ So... what’s a good (and legal) CBD producer to do?
