When a missing young woman, Christina, suddenly reappears in the Mexican desert, her peculiar death threatens to unearth a horrific secret. A US Border Agent narrowly escapes being murdered by two mysterious men, Sideburns and Mustache, who have been feverishly hunting an elusive quarry - James, an escaped hostage. Turner, a deep-cover spy, reaches out to his superior, the machiavellian General, to warn him of a potential breach in one of their clandestine labs - an abandoned factory now home to heinous human experimentation. And a routine traffic stop turns deadly, forever changing the life of a young lawman, Cotton.

Cotton reminisces about a family trip with his wife and son...before remembering the awful truth. Turner’s surveillance reveals the identity of the dead, young woman, and a possible investigation by the FBI. Turner engages his deadliest agent, Wicks, to travel to New Mexico and shadow the corpse and autopsy. The General is informed that the dead girl is actually his granddaughter Christina, unwittingly abducted by his own organization and taken to the factory the year prior. Cotton stumbles upon a late-night liquor store robbery, only to discover that the perpetrators, Alex and Angel, are also the same two that attacked him and murdered his family.
