Apologies without changed behaviors can come across as flat and insincere, leading to resentment and anger. Forgiveness is the only way to move from these feelings, but whose responsibility is forgiveness? The person receiving the apology has a choice; they can hang on to the pain and think about revenge, or they can let it go.
