Florida Gov. Ron DeSantis signed a bill into law Friday that would eliminate the special legal setup that allows Disney to operate as an independent government around its Orlando-area theme parks.
The move comes as Florida's Republican-led government has taken aim at Disney -- the largest single-site employer in the state -- for its opposition to a law restricting education on LGBTQ issues in schools.
Yet the elimination of Disney's special purpose district, known as Reedy Creek, could have much further implications for the company and for state taxpayers. Here's a look at the history of Reedy Creek, why it became a focus in this special legislative session, and what removing its special status would mean for Disney and for Florida taxpayers.
What is Reedy Creek?
Reedy Creek is the name for the Reedy Creek Improvement District, a special purpose district created by state law in May 1967 that gives The Walt Disney Company governmental control over the land in and around its central Florida theme parks. The district sits southwest of Orlando.
At the time, the land was little more than uninhabited pasture and swamp, according to Reedy Creek's website. With the special purpose district, Disney took over responsibility for providing municipal services like power, water, roads and fire protection -- but were also freed from dealing with legal red tape or paying taxes for services that benefited the broader public.
According to Richard Foglesong, the author of the book "Married to the Mouse: Walt Disney World and Orlando," Disney had previously had issues with the government of Anaheim, California, at its Disneyland park, completed a decade earlier. With those issues in mind, Disney pushed for a special purpose district in Florida that would give the company the ability to self-govern.
In exchange, Florida became the home base for Disney World and its millions of tourists."Florida needed Disney more than Disney needed Florida," Foglesong told CNN.
Today, the Reedy Creek special district encompasses about 25,000 acres in Orange and Osceola counties, including four theme parks, two water parks, one sports complex, 175 lane miles of roadway, 67 miles of waterway, and the cities of Bay Lake and Lake Buena Vista, its website says.
"The cooperation and commitment between the Reedy Creek Improvement District and Walt Disney World Company is as strong today as it was when the District was created in 1967," the Reedy Creek website states. "The result is an example of how a working partnership between business and government can be prosperous for both sides."
Why is this an issue now?
The bill passed by Florida's legislature is a form of political retaliation against Disney for its criticism of the "Parental Rights in Education" bill, which critics have termed the "Don't Say Gay" bill.
That state legislation, signed into law last month, prohibits schools from teaching children about sexual orientation or gender identity "in a manner that is not age-appropriate or developmentally appropriate." The legislation also allows parents to bring lawsuits against a school district for potential violations.

在加拿大,公立学校都没有要求穿指定的校服,而私立学校则要求学生在学校期间要穿着统一的校服。我的学校要征求家长意见,决定是否要统一配置校服。决定的方法就是今天发了一个严肃的大信封,里边是投票说明、选票、和一个回执信封。投票说明中告知家长就是否统一配置校服一事进行投票,有效票必须在指定时间缴回office,最终决策原则是“50% plus one”即过半数原则。选票上有一个大大的yes和一个大大的no让你去mark。在选票上填好学生家长姓名后放入回执信封并密封,上学时缴回办公室就可以了。

今天我们来聊聊第二次世界大战及其一些相关事实。它始于1939年,结束于1945年。接下来我们谈谈当时的领导人:斯大林是苏联的领袖,美国那边我记得是罗斯福。然后还有温斯顿·丘吉尔。法国那边我不太清楚。德国是阿道夫·希特勒,意大利是墨索里尼,日本那边我也不清楚,没有一个统一的首脑或首相。


现在我们来说说一个普通士兵随身会携带的物品。首先,他至少会带一把手枪、一把匕首、绳子和一双军靴,还可能带假脚来伪装成平民,以及一些地图和按钮式指南针。有些人会携带步枪或狙击步枪,还会有身份证明文件。间谍则会有不同的装备,比如把物品藏在钢笔里,以免被检查时露馅。他们会用钢笔藏匕首、藏手枪,也会藏打火机,甚至藏投掷针头等等。他们还会把地图藏在扑克牌里。还会备一颗自杀药丸,服下后大约五秒内就会死亡。我想说,当间谍真是苦差事,要是开战,我可干不了。


接下来我要讲的是一场叫“七年战争”的战争。七年战争是1756年至1763年间爆发的第一场全球性战争,主要交战方是英国、法国和加拿大的原住民部队,其他参战方还有奥地利、白俄罗斯、沙特阿拉伯和一些南美国家。法国人主要为争夺资源,英国人为扩张领土,而部分原住民则出于复仇心态。这场战争持续了整整七年,最终英国取得胜利,法国被赶出北美东部,英国从此控制了整个北美东部地区。这就是北美最终以英语系国家为主的原因。


事情的经过大致是:法国和英国相继来到北美,然后有位英国军官詹姆斯·沃尔夫率军进攻阿布拉罕平原,也就是今天的魁北克一带。他一路打到蒙特利尔,把法国军队几乎歼灭,随后又在圣约翰斯再度交战,彻底击溃了法国军队。英国从此控制了整个北美东北部。这就是基本经过。


Today we're going to talk about World War 2 and some facts about it. So it started, I'm pretty sure in 1939, it ended in 1945. So now we're going to talk about the leaders. So Stalin was the leader of Soviet Union and Rooster Fault was the US leader. And then there was Winston Churchill. And then in France, I'm not sure. And Germany was Adolf Hitler, Italy was Mussolini, Japan, I'm not sure. There were multiple leaders and there wasn't a specific prime leader, Prime Minister.


Now we're going to talk about the stuff a typical soldier will have on himself. So first of all he will have at least a pistol, a knife, rope and some shoes, some fake feet to cover a civilian and some maps, some compasses, button compasses. And some people have rifles and some snipers, sniper rifles and maybe identification. And spies have different equipment, so they have like stuff concealed in pens, so when they get confiscated they won't pass as suspicious. So they have pens. And then they have knives concealed in pens, and a pistol concealed as a pen. And then there is also a lighter concealed in a pen. And there's needle throwers in a pen, so on and so on. And they have maps concealed in poker cards. So I would say being the spy. Oh and a suicide pill, if they take it, they die within about 5 seconds. So I would say being a spy is tough work and I wouldn't be one if there comes a war.


And then I'm going to tell you about a war called the Seven Years War. So the Seven Years War was really the first global war fought between 1756 and 1763. So it was mainly fought between the armies of England, France and Aboriginal Indians of Canada and other supporting parties were Austria, Belarus, Saudi Arabia and South American countries. And mainly the French wanted resources, the English wanted land and the aboriginals, some of them wanted revenge. And it fought for seven whole years and eventually the British won and the French were cast out of eastern North America. And so the English now controlled the whole eastern North America. So that's how North America got mostly wound up with English.


And essentially what happened in North America was the French and English both came. And then there was this English officer called James Wolf, and he led the French army to the Plains of Abraham, so basically somewhere in Quebec. And he led the French all the way to Montreal, where the French got all killed. And then they fight again at St. John's. And then that's how the French got totally destroyed. And the English now controls the whole northeastern North America. And yeah, that's basically what happened.
