Strengthen Cooperation to Advance the Belt and Road Initiative

Sino-Arab friendship is time-honored and strong as ever. The Chinese and Arab peoples, though far apart in distance, are close like a family. Our ancestors, merchants and diplomatic envoys alike, traveled back and forth along the overland and maritime Silk Roads. In the modern era, we fought side by side for independence and liberation. We also gave each other strong support in development, creating a splendid chapter of win-win cooperation. Past and present experiences have proved that whatever changes may take place in the world and whatever obstacles may confront us, China and Arab states have always been good partners, sharing mutual benefit, and good brothers,going through thick and thin together.

To facilitate the common prosperity and progress of interested countries, China has put forward the Belt and Road Initiative. With a commitment to the principles of extensive consultation, joint contribution and shared benefits, this initiative focuses on promoting policy,infrastructure, trade, financial and people-to-people connectivity. It has attracted wide support and active participation from the Arab world and the broader international community. As important participants and co-creators of the ancient Silk Road civilization located at the juncture of the overland and maritime Silk Roads, Arab states are natural partners in Belt and Road cooperation.

Belt and Road cooperation features prominently in the Arab Policy Paper issued by the Chinese government. The Arab League Council Strengthen Cooperation to Advance the Belt and Road Initiative at the level of foreign ministers has adopted a resolution expressing the collective political will of Arab states to participate in the Belt and Road Initiative.It is expected that later during this ministerial conference, a Declaration of Action on China-Arab States Belt and Road Cooperation will be signed.

Over the past four years, China and Arab states have worked together to develop Belt and Road cooperation in the light of regional realities, to combine collective action with bilateral cooperation, and to promote development while upholding peace. Complementing each other’s strengths and pursuing win-win results, we have delivered benefits to people both in our region and beyond. As various projects attest, a dynamic situation has been created and many fruits harvested in our Belt and Road cooperation.

Also over the past four years, Belt and Road cooperation has energized every dimension of Sino-Arab relations and propelled all-round Sino-Arab cooperation into a new phase. In this context, I am pleased to announce that after friendly consultation between the two sides, we have agreed to establish a Sino-Arab future-oriented strategic partnership of comprehensive cooperation andcommon development. This marks a new historic milestone in Sino-Arab friendship and cooperation.

As we advance the Belt and Road Initiative, China stands ready to work with the Arab side to coordinate our development strategies and actions. We must strive to uphold peace and stability in the Middle East, safeguard fairness and justice, promote common development,and learn from each other as friends do. This joint commitment will help us build a community of shared future for China and Arab states,and one for all of humanity.

Speeding Up Reform of the System for Developing an Eco-Civilization, and Building a Beautiful China

Man and nature form a community of life; we, as human beings, must respect nature, follow its ways,and protect it. Only by observing the laws of nature can humanity avoid costly blunders in its exploitation. Any harm we inflict on nature will eventually return to haunt us. This is a reality we have to face.

The modernization that we pursue is one characterized by harmonious coexistence between man and nature. In addition to creating more material and cultural wealth to meet people’s ever-increasing desire for a better life, we need also to provide more quality ecological goods to meet people’s ever-growing demands for a beautiful environment. We should, acting on the principles of prioritizing resource conservation and environmental protection and letting nature restore itself, develop spatial layouts,industrial structures, and ways of work and life that help conserve resources and protect the environment. With this, we can restore the serenity, harmony,and beauty of nature.

1. Promoting green development

We will step up efforts to establish a legal and policy framework that promotes green production and consumption, and promote a sound economic structure that facilitates green, low-carbon,and circular development. We will create a market-based system for green technology innovation, develop green finance, and spur the development of energy-saving and environmental protection industries as well as clean production and clean energy industries. We will promote a revolution in energy production and consumption, and build an energy sector that is clean,low-carbon, safe, and efficient.

We will encourage conservation across the board and promote recycling,take action to get everyone conserving water, cut consumption of energy and materials, and establish linkages between the circular use of resources and materials in industrial production and in everyday life. We encourage simple,moderate, green, and low-carbon ways of life, and oppose extravagance and excessive consumption. We will launch initiatives to make Party and government offices do better when it comes to conservation, and develop eco-friendly families, schools, communities, and transport services.

2. Solving prominent environmental problems

We will get everyone involved in improving the environment and address environmental issues at the root. We will continue our campaign to prevent and control air pollution to make our skies blue again. We will speed up prevention and control of water pollution, and take comprehensive measures to improve river basins and offshore areas. We will strengthen the control of soil pollution and the restoration of polluted soil, intensify the prevention and control of agricultural pollution from non-point sources, and take measures to improve rural living environments. We will improve the treatment of solid waste and garbage.

We will enforce stricter pollutants discharge standards and see to it that polluters are held accountable. We will improve our systems for assessing the honesty and accuracy of claims about performance in environmental protection, for mandatory release of environmental information, and for imposing rigorous sanctions in cases of environmental violation. We will establish an environmental governance system in which government takes the lead, enterprises assume the main responsibility, and social organizations and the public also participate. We will get actively involved in global environmental governance and fulfill our commitments on emissions reduction.

3. Intensifying the protection of ecosystems

We will carry out major projects to protect and restore key ecosystems, improve the system of shields for ecological security, and develop ecological corridors and biodiversity protection networks, so as to strengthen the quality and stability of our ecosystems. We will complete work on drawing red lines for protecting the ecosystems, designating permanent basic cropland, and delineating boundaries for urban development.

We will promote afforestation, take comprehensive steps to control desertification, stony deserts, and soil erosion, strengthen wetland conservation and restoration, and better prevent and control geological disasters. We will improve the system for protecting natural forests, and turn more marginal farmland into forests and grasslands. Meet Challenges Head-On

Officials, especially younger officials, must undergo strict theoretical and political studies and be tempered by practice. You should enhance your capability and meet challenges head-on, and work tenaciously towards the Two Centenary Goals and the Chinese Dream of national rejuvenation.

The emergence and development of Marxism and socialist countries are stories of hardship and struggle. The Communist Party of China, the People’s Republic of China, there form and opening-up policy, and socialism with Chinese characteristics for anew era all came into being, developed and grew in strength in the course of this struggle.

Today’s world is in the midst of great changes that have not been seen in a century. The great struggle, the great project, the great cause,and the great dream are flourishing under the Party’s leadership. The tasks of advancing reform, promoting development, and maintaining stability are arduous.We are facing a historic opportunity and also a series of major risks and tests. To achieve the goals and targets set by the Party, we must enhance our capability and meet challenges head-on.

Achieving national rejuvenation is no easy task. It will take more than drum beating and gong clanging to get there. Realizing this great dream demands a great struggle. The tests we face on the way forward will only become more complex as we press on, and we must be prepared to crest unimaginable waves.

The struggle on all fronts is not short-term but long-term, extending across the whole process of realizing the Second Centenary Goal. We must enhance the Four Consciousnesses,reinforce the Four-sphere Confidence, and ensure the Two Upholds. Furthermore,we need to strengthen our will to confront the grim challenges that lie in front of us; we must steel ourselves, take proactive action, and dare to fight and win.

We Communists have a clear direction, stance and principle in our struggle – the general direction is to uphold CPC leadership and the socialist system. We must fight resolutely and successfully against any risks and challenges that endanger Party leadership, the socialist system, the sovereignty, security and development interests of our country, our core national interests and principles, the fundamental interests of our people, the realization of the Two Centenary Goals, and the rejuvenation of the Chinese nation. We should be clear-headed,take a firm stance, and stay on the right course in major struggles. In the face of any major test, we should be “unperturbed by the cloud that obscures our vision”, and remain steadfast while “riotous clouds sweep past”.

Communists have always been ready for the struggle to resolve problems, threats and challenges. China has entered a period when threats and challenges will accumulate and may surface en masse. Major issues will therefore arise in no small number in the fields of the economy, politics,culture, society, the eco-environment, national defense and the military, Hong Kong, Macao and Taiwan affairs, foreign affairs, and the work to strengthen the Party. They will become increasingly complex, and leading officials should be sharp and quick in foreseeing and identifying potential threats, perceiving their locations, forms and likely trends, and resolving them as necessary.

Struggle is an art, and we must be adroit practitioners. In major endeavors, we should strengthen our awareness of potential dangers while maintaining strategic confidence, make sound strategic judgments and tactical decisions, and focus on both process and result. Leading officials should fulfill their due responsibilities, be ready and able to fight, and prevail at all times and in all circumstances.

We should pay close attention to strategies and methods and master the art of struggle. We should focus on major problems and key aspects of these problems, and always fight for just reasons, to our advantage, and with restraint. We should choose the right methods for addressing problems, take measured approaches, stick to our principles, and be flexible on strategies. We should adjust these as the situation demands, and apply them in a timely manner, to the proper extent, and for the best results. Moreover, we should unite all forces available, mobilize all favorable factors, and strive for unity, cooperation and mutual benefit in our endeavors.

Fighting spirit and capacity are not innate. Leading officials must undergo strict theoretical and political studies and put them into practice. We must brave storms, broaden our horizons, and strengthen our muscles and bones to withstand complex and severe challenges. We must grasp and apply new theories of the Party, master the Marxist stance, viewpoint and methodology, and the...
