Basically since its inception, people have been "interpreting" the Constitution. People and politicians have been trying to mold and explain the document in ways that agree with their personal views. More recently, the term "Living & Breathing" have been used to describe the Constitution. By definition, a "living document" is a document that is continually edited and updated.
